Names with a real peak — inside the top 300, with recorded years either side of it — in two different official registrars, at least 20 years apart.
The same spelling can be at its height in one country a generation before another. Peak years are compared, never peak ranks — a #3 in Norway and a #3 in Ireland are not the same size of thing, but the years each record peaked in are directly checkable. Both peaks must have record either side of them, so the last year of a list is never mistaken for a high point.
