Names inside the top 50 of one registrar's list and outside position 500 of another's, in the same year and the same published category.

Both figures come from the same year and the same kind of list, which is the only condition under which two registrars' positions can be set beside each other at all. Even then they are not equivalent measurements — a top-50 position in one country and a position past 500 in another describe two published lists, not one scale.
