Names absent from one published list for 4 or more years on at least two separate occasions, each time returning.

Absence means absence from the published list — a registrar printing a top-100 drops a name at #101 — so each gap is a fact about the list rather than about the births. Only closed gaps count; a name that simply stopped being listed has not come back.
